Malta is the smallest country in the European Union and one of the most densely
built, and its whole territory is divided into local councils (kunsilli
lokali), the only tier below the state. The 68 councils cover the main island,
Gozo and Comino without a gap, which is what makes the map worth learning: every
village, harbour town and suburb you will see on a road sign is one of them.

What you are looking at
The 68 local councils of today: 54 on Malta and 14 on Gozo, with Comino
belonging to Għajnsielem. The names are the Maltese ones, with the letters the
language adds (ħ, ġ, ż, għ), and most saints' towns are written the English
way, such as Saint Paul's Bay, while San Ġwann and Santa Luċija keep their
Maltese form.
The groups are drawn from the map and are not an official classification.
Malta's administrative regions were redrawn in 2009 and again in 2021, so the
game cuts the main island into northern, central and southern bands instead,
and keeps Gozo and Comino as a group of their own. They are a way to learn the
map a piece at a time.
The sizes are very uneven. Mellieħa and Rabat are large rural councils, while
the councils around the Grand Harbour (Isla, Birgu, Kalkara) are a few streets
wide. Those are the ones the game gives a tap area.
How to place one
- Start with Gozo and Comino. Fourteen councils on one island, with
Victoria (Rabat) at the centre and the rest in a ring around it.
- Find Valletta. The capital sits on the peninsula between the Grand
Harbour and Marsamxett Harbour, and Floriana, Ħamrun and Pietà follow it
inland.
- Use the harbours. The Grand Harbour holds Birgu, Isla, Bormla and
Kalkara across the water from Valletta, and the northern shore of Marsamxett
holds Sliema and Gżira.
- Leave the dense middle for last. Central Malta is dozens of councils in
a few kilometres, and they are easiest once the coast is solid.

The regions have been redrawn twice since 2009, and the boundary data this game uses does not say which council belongs to which. The groups here are cut from the map, so they will not match an official list.
Why are some names spelled in two ways elsewhere?
Maltese has its own letters, and English sources often drop them (Gharb for Għarb). The game keeps them, and writes the saints' towns the way English maps usually do, such as Saint Julian's and Saint Paul's Bay.
