Ukraine is the largest country that lies wholly inside Europe, and it is divided
the way its government counts it: 24 oblasts, the Autonomous Republic of
Crimea, and two cities with the rank of an oblast, Kyiv and Sevastopol. The
oblast is the unit on a licence plate, a weather forecast and a news bulletin,
and it is named for its capital city, which is most of what there is to learn.

What you are looking at
An oblast is the first tier of Ukrainian government, and the word is
borrowed straight into English. Twenty-four of them cover the mainland, and
three jurisdictions sit beside them at the same level: Crimea, an autonomous
republic, and Kyiv and Sevastopol, which are cities with their own
administrations rather than part of any oblast. Kyiv is a hole in the middle of
Kyiv Oblast, and the game asks for them as two different answers: Kyiv City
is the capital, and Kyiv Oblast is the ring around it. Both take a tap
area, as does Sevastopol, so a click near the city counts for the city.
The map is drawn with Ukraine's internationally recognised borders, which
include Crimea, Sevastopol and the parts of Donetsk, Luhansk, Zaporizhzhia and
Kherson that are under occupation. That is the line the rest of the catalogue
uses, and the one the boundary file carries.
Almost every oblast takes its name from its chief city: Lviv Oblast from Lviv,
Kharkiv Oblast from Kharkiv. The exceptions are the ones to learn separately.
Volyn, Zakarpattia and Crimea are regions before they are cities, and
Dnipropetrovsk is named for a city that now goes by Dnipro.
How to place one
- Start from the five parts. The game groups the oblasts the way
Ukrainians speak of them: the west, the north, the centre, the east and the
south. The colours on the map are those parts.
- Anchor on the Dnipro. The river runs from Belarus through Kyiv, then
south-east and south to the Black Sea. The left bank is Chernihiv, Poltava
and Kherson, and the right bank is Kyiv Oblast, Cherkasy and Mykolaiv.
- Learn the Carpathian corner as a block. Lviv, Zakarpattia,
Ivano-Frankivsk, Chernivtsi and Ternopil are the cluster in the west, and
Volyn and Rivne sit north of them.
- Read the south as a coast. From the Romanian border: Odesa, Mykolaiv,
Kherson, Zaporizhzhia and Donetsk, with Crimea hanging off the middle.
- Use the neighbours. Five oblasts touch Russia (Chernihiv, Sumy, Kharkiv,
Luhansk and Donetsk), and five touch Belarus (Volyn, Rivne, Zhytomyr, Kyiv Oblast and Chernihiv).

Each part can be switched on and off on its own in the start dialog, so the
quickest way in is the western block, which has the most of them in the least
room.

inside Kyiv Oblast, and it takes a tap area so that it can be clicked
without hitting the oblast around it.
