Kuwait is a small country at the head of the Persian Gulf, and almost everyone
in it lives in a few miles of coast around Kuwait City. Its six governorates
(muhafazat) are the units its government, its census and its addresses are
organised around, and they cover the country without a gap.

- In the game
- 6 governorates
What you are looking at
The governorates of today, named in their usual English spelling. Four of them
are small and packed along the coast of Kuwait Bay: Al Asimah, the capital
governorate, with Hawalli, Al Farwaniya and Mubarak Al-Kabeer around it. The
other two take up almost all the land. Al Jahra is the large northern and
western governorate, which also holds the islands of Bubiyan and Warba, and Al
Ahmadi fills the south down to the Saudi border.
The groups are not an official classification. They are the cluster of small
governorates around the capital and the two large ones beyond it, a way to
learn the map a piece at a time.
How to place one
- Start with the bay. Kuwait City sits on the south shore of Kuwait Bay,
and Al Asimah is the governorate that holds it.
- Look at what surrounds it. Hawalli lies to the south east along the
coast, Al Farwaniya inland to the south, and Mubarak Al-Kabeer between
Hawalli and the sea.
- Go beyond the city. Al Jahra is everything to the north and west, and
Al Ahmadi everything to the south.

of Kuwait Bay, holding Kuwait City and Failaka Island offshore.
Al JahraThe north and westAl Jahra is the largest governorate by far: the whole north and west of the
country, the Iraqi border, and the island of Bubiyan.
Mubarak Al-KabeerThe newestMubarak Al-Kabeer was split from Hawalli in 2000, and is one of the smallest
governorates, a short stretch of coast south of Hawalli.
Frequently asked questions
How many governorates does Kuwait have?
Six, and together they cover the whole of the country, so the game has no territory outside them.
Does Kuwait group its governorates into regions?
No. The two groups here are the cluster around Kuwait City and the two large governorates beyond it, and they are only a way to learn the map.
Why are some names spelled differently elsewhere?
Arabic names have several romanisations. The game uses Al Jahra, Al Ahmadi and Al Farwaniya, which you will also see as Jahra, Ahmadi and Farwaniyah.
