South Korea is nine provinces and eight cities that are provinces in their own
right, and a round there is decided by which of them you are in. The capital
region holds roughly half the country's people in three of them, and everything
else is a wide ring of provinces around a few cities cut out of the middle.

What you are looking at
The first tier of the country: nine provinces (do), Seoul as a special city,
six metropolitan cities (Busan, Daegu, Incheon, Gwangju, Daejeon and Ulsan) and
Sejong, a special self-governing city. A metropolitan city is not part of the
province around it, so Daejeon sits inside South Chungcheong without belonging
to it, and the same goes for Gwangju in South Jeolla and Daegu in North
Gyeongsang. That is the trap in this map.
The groups are the regions Koreans use: the capital region (Seoul, Incheon and
Gyeonggi), Chungcheong, Honam in the south west, Yeongnam in the south east,
Gangwon and Jeju. Gangwon and Jeju are regions of one province each.
Gangwon and North Jeolla became special self-governing provinces in 2023 and
2024. The names and shapes are the same, so the map is unchanged. Provinces
here are drawn from the 229 districts of
South Korea Districts, which is why the borders of the
two maps match exactly.

How to place one
- Start with the corners. Jeju is the island in the south, Gangwon the
mountainous north east, Busan the south east tip.
- Find the capital region. Seoul is the small shape inside Gyeonggi, and
Incheon is its port on the west coast.
- Place the cities as holes. Daejeon in the middle, Daegu in the south east
and Gwangju in the south west are each surrounded by one larger province.
- Split the south by its middle. Honam (North and South Jeolla and Gwangju)
is the south west, and Yeongnam (the Gyeongsangs and the three cities)
the south east.

JejuThe islandJeju is a volcanic island south of the peninsula and a province of its own.
Nothing else on the map is separated from the mainland by this much sea, so it
is the easiest answer there is.
SejongThe newest oneSejong was built as an administrative capital and became its own province in
2012. It is a small shape just north of Daejeon, taken out of South
Chungcheong.
SeoulThe capitalSeoul is a special city, and it is smaller than the province around it. It sits
inside Gyeonggi on the Han River, with Incheon to the west and the rest of
Gyeonggi on every other side.
Frequently asked questions
How many provinces does South Korea have?
Nine provinces and eight cities with provincial status: Seoul, six metropolitan cities, and Sejong. Together they are the 17 first-level divisions.
Are the metropolitan cities part of the provinces?
No. They were separated from them and are governed on their own, even though a map shows each one surrounded by a province. Daejeon is not part of South Chungcheong, for instance.
What are Honam and Yeongnam?
Honam is the south west (the Jeolla provinces and Gwangju) and Yeongnam the south east (the Gyeongsang provinces, Busan, Daegu and Ulsan). They are regions people use in conversation rather than administrative units.
Why are North Jeolla and Gangwon names unchanged?
Both became special self-governing provinces, in 2024 and 2023, but the common English names are the same.
