The commune is the second tier of Benin, between the twelve departments and the
arrondissements, and the unit that runs local government. There are 77 of them,
from the tiny ones round Cotonou to the huge savannah communes of the north.

What you are looking at
The communes of Benin. The country has had the same 77 since the 2002 local
elections made them the working tier of local government, and nothing on this map
is a recent change. Three have a special status: Cotonou, Porto-Novo and
Parakou, the three largest cities.
The communes are very uneven. In the north, Tchaourou, Karimama and Bassila are
each several thousand square kilometres and fill their departments with a handful
of neighbours. In the south, the opposite holds: Ouémé and Atlantique hold
seventeen communes between them in a strip of coast, so many are small enough to
need a tap area, and zooming in is the way to reach them.
Most names are the French ones as the government writes them, with the accents:
Ouèssè, Péréré, Sèmè-Podji. The map's source drops the accents and spells a few
differently, and the quiz uses the official forms. Cobly, for one, appears on
some maps as Kobli.
The groups are the departments, so the game lets you drill them one at a time.

How to place one
- Pick one department and learn it. Donga has four and Plateau five, so they
are the quickest to finish. Zou and Atacora have nine each, and Littoral is a
single commune.
- Start with the big ones in the north. Tchaourou, Karimama and Bassila are
the three largest, and the northern border along the Niger is held by
Malanville and Karimama.
- Follow the coast. From the Togo border, Grand-Popo, Ouidah, Cotonou,
Sèmè-Podji and Porto-Novo run in order along the sea.
- Find the lakes. So-Ava, on Lake Nokoué, is mostly water and the one
commune whose outline is hard to guess without it.

TchaourouThe biggest of themTchaourou is the largest commune in Benin, in Borgou on the border with
Nigeria. It is bigger than all the communes of Littoral, Atlantique and Ouémé
put together, and every one of them is easier to find than it is.
So-AvaThe village on the waterSo-Ava sits on Lake Nokoué just north of Cotonou, and contains Ganvié, the
stilt village built over the water. It is in Atlantique, not in Littoral, even
though it is a few kilometres from the city.
CoblyThe name that changedCobly is in the far north west, in Atacora, on the borders with Burkina Faso and Togo. Many maps
still write it Kobli, so it is worth knowing both forms.
