Ghana's regions narrow a round down to a quarter of the country, and the district is the tier that names a town. Every one of them is run by its own assembly, from the metropolitan assemblies of Accra and Kumasi to the huge savannah districts around Bole and Damongo, and a district is what the name on a Ghanaian signboard, a bus station or a local radio station refers to.
Ghana's local government has three ranks of assembly, which differ in size and in how urban they are rather than in what they do: metropolitan assemblies for the biggest cities, municipal assemblies for towns, and district assemblies for the rest. The map draws all three as districts and names each without its rank, so "Kumasi Metropolitan" is Kumasi and "Wa Municipal" is Wa.
The source carries 260, and Ghana is usually said to have 261. The boundaries are geoBoundaries' republication of OpenStreetMap, no name in them is repeated and the districts leave no gap between them, so the one that is not in the file is drawn as part of a neighbour. Which one is a question for a Ghanaian source; it matters only if you are drilling the smallest assemblies of Accra and Kumasi.
The districts of Greater Accra and Kumasi are the size of a neighbourhood, and the smallest of each cluster has its tap area widened beyond its shape. Zoom in for the rest. At the other extreme the districts of the Savannah Region run to thousands of square kilometres, and the biggest is larger than the whole of Greater Accra region.
The groups are the 16 regions, so the game lets you drill them one at a time. Each district answers under the same region in Ghana Regions, which groups the regions into four.
Ayawaso Central, in Accra, is under two square kilometres, the smallest district on the map by a long way. It sits in the middle of Accra among its neighbours Ayawaso North and Ayawaso East, and it needs a tap area.
Central Gonja, in the Savannah Region, is the largest, at about 7,500 square kilometres, more than twice the area of Greater Accra region. Its seat is Buipe, on the Black Volta.
Kumasi, the Ashanti capital, is a district of its own and not the whole city: Suame, Oforikrom, Old Tafo, Asokwa, Kwadaso and Asokore Mampong are separate assemblies around it. The small ring of districts here is the densest on the map after Accra.
261 districts, municipalities and metropolitan areas since 2019, when the six new regions were created. The map here draws the 260 that the boundary source carries, with the remaining one drawn inside a neighbour.
Size and how urban the area is. A metropolitan assembly covers a city of at least 250,000 people, a municipal assembly a town of at least 95,000, and a district assembly everywhere else. All three do the same job of running local services.
Ashanti, with 43 on this map, followed by Eastern with 33 and Greater Accra with 29. Ahafo and North East have the fewest, six each.
Because the region is the tier above and the one players learn first. The regions game groups the 16 into four of its own, and the two games use the same region names.
260 districts is too many for a first sitting, so a new player opens on one region. Upper East has 15 districts in a compact corner and none of the neighbourhood-sized shapes of Accra, and you can switch to any of the others, or all of them, in the start dialog.
