Lithuania is divided into ten counties, and below them into 60 municipalities, or
savivaldybės: the tier that actually governs, running schools, local roads,
planning and social care. Every Lithuanian address sits in exactly one, and it is
the name on the sign at the edge of town. This page is the whole list, grouped by
county the way the game groups it.

What you are looking at
Most municipalities are named after their main town and come in two kinds that
share the name: a city municipality and a district municipality
(rajono savivaldybė) around it. Alytus, Kaunas, Klaipėda, Panevėžys, Šiauliai
and Vilnius each exist twice on this map, a city and the district that surrounds
it, and the game labels them "City" and "District" so the two can be told apart.
Several smaller municipalities, such as Neringa, Palanga, Birštonas, Druskininkai
and Visaginas, have no district around them and are named by the town alone.
The names are written with Lithuanian letters, and the game asks for them
that way: Šiauliai, Kėdainiai, Mažeikiai, Šilutė, Varėna.
Scale varies a great deal. The district municipalities are large and rural, while
the city municipalities of Alytus and Panevėžys are a few dozen square kilometres,
barely more than their built-up area. Neringa is the strip of the Curonian Spit
that Lithuania holds, a long thin municipality along the Baltic.
How to place one
- Get the county first. Ten answers instead of 60, and the game lets you
drill them one at a time.
- Read the name. A name ending in -ai or -iai is usually a plural place
name (Kėdainiai, Raseiniai), and the town it is named after tells you the
county more often than not.
- Find the city inside the district. A district municipality has the town
it is named after at or near its centre, and the city municipality is the
small shape within it or beside it.
- Use the oddities as anchors. Visaginas is the small municipality in the
far north east built for the Ignalina nuclear power plant, and Neringa is the
thin sliver on the coast.

Vilnius DistrictThe one that surrounds the capitalVilnius District: the municipality that wraps round the city of Vilnius on
almost every side. Anything that looks like the capital's hinterland is this
one, and the small shape in the middle of it is Vilnius City.
NeringaThe thin one on the coastNeringa: a long, narrow municipality along the Curonian Spit, with its
settlements on the lagoon side and dunes along the sea. It is the only one that
is mostly sand.
