Norway is divided into 15 counties, and below them into 357 municipalities, or kommuner: the tier that runs primary schools, nurseries, care of the old, water and the planning of every house. Every Norwegian address sits in exactly one, and a municipality number begins with the number of its county. This page is the whole list, grouped by county the way the game groups it.
The map is the 2024 one. A national reform merged municipalities in 2020, taking the count from over 420 to 356, and the counties were reshuffled twice in four years, so a map from even a few years ago has the wrong shapes in a good part of the country. The boundaries run along the coast, so the long fjords are cut into the municipalities that share them rather than left blank.
Scale varies enormously. Kautokeino and Karasjok on the Finnish border are each several thousand square kilometres, while the island municipalities off Rogaland and Møre og Romsdal are a handful. Oslo is one municipality with a million people in it, and the 21 around it in Akershus are mostly small.
Where a name is official in more than one language, the full form is the one the local-name switch shows: Sami and Kven names stand beside the Norwegian in the north, and the game asks for the Norwegian one. Two names occur twice (Herøy and Våler), and carry their county in brackets.
Each county can be switched on and off in the start dialog, which is the only sane way through a list this long. Oslo is one question, Innlandet is forty-six.
Bergen is the largest municipality of Vestland and the second largest in the country, on the west coast where the fjords begin.
Kautokeino, Guovdageaidnu in Sami, is the largest municipality on the mainland by area, on the high plateau of inland Finnmark against the Finnish border. It is the top-right of the northern block.
Herøy in Nordland is a group of islands off the Helgeland coast. Another Herøy sits in Møre og Romsdal, which is why both carry their county here.
357 on the 2024 map this game draws. There were over 420 before the 2020 reform, so a list older than that has many that no longer exist.

Municipalities in the Sami and Kven areas are officially named in more than one language, such as Guovdageaidnu - Kautokeino. The game asks for the Norwegian name, and shows the full one when you turn on local names.
