Yemen is the southwest corner of the Arabian Peninsula: terraced highlands in
the west, a hot Red Sea plain below them, and in the east a desert plateau that
runs to the Omani border. The governorates are the way anyone in Yemen says
where something is, from the capital in the mountains to Socotra out in the
Indian Ocean.

What you are looking at
The first tier of Yemen: the governorates, with the capital Sana'a City, which
has the standing of one and is counted as one here. The map shows the
governorates as they stood after Socotra was made one of its own, and it makes no
claim about who controls which of them today.
The size range is the first thing to learn. Hadramaut in the east is the largest
by a wide margin and takes up much of the country, while Sana'a City is a
speck beside its neighbours, so the game gives it a tap area. Socotra is
a separate island and has to be found far to the south east of the mainland.
The groups are the six regions of the 2014 federal plan: Azal, Saba, Janad,
Tihama, Aden and Hadramaut. The plan was drawn up in 2014 and never put into
effect, so they are a way of remembering the map rather than an administrative
level, and the capital is counted with Azal and Socotra with Hadramaut, as the
plan placed them. The governorates are the Yemen Districts
grouped, so the borders of the two maps match exactly.
How to place one
- Start with the Red Sea coast. Hajjah, Al Hudaydah and Ta'izz run down the
western plain, with Raymah and Al Mahwit behind them in the hills.
- Find the capital's highlands. Sana'a, Amran, Dhamar and Ibb are the
mountain core where most of the country lives.
- Read the south coast as one strip. Aden, Lahij, Abyan, Shabwah, Hadramaut
and Al Mahrah follow the Gulf of Aden in order from west to east.
- Leave the desert interior for last. Al Jawf and Ma'rib sit on the edge of
the Empty Quarter, and Sa'dah on the Saudi border to the north.

Worked examples
HadramautThe biggest of themHadramaut stretches from the Gulf of Aden to the Saudi border, and is mostly
desert, with the Wadi Hadramaut cutting across it.
Sana'a CityThe capital inside a governorateSana'a City is a governorate of its own, and Sana'a Governorate wraps round it.
It is small enough that the game gives it a tap area.
SocotraThe one that is not on the mainlandSocotra is an island group closer to Somalia than to Yemen, and the map keeps
it where it is rather than moving it next to the mainland.
